vm does not distinguish wrong number of arguments from method not found in error messages #420

Currently, dart vm gives the error NoSuchMethodException if you try to call a method with the wrong number of arguments. It would be more helpful if it would report that it found the method, but the argument count was wrong.

E.g., this program gives this error:
NoSuchMethodException - receiver: 'Instance of 'Foo'' function name: 'hello' arguments: []]

main() {
  new Foo().hello();
}

class Foo {
  void hello(int a) {
    print(a);
  }
}

In this situation NoSuchMethodException is mandated by spec. It is possible, if allowed, to lookup a function by name and print it as part of the exception.

Better error messages for NoSuchMethodException are needed.
