chore(deps): remove start-server-and-test from examples/config

Issue

The npm module start-server-and-test is being maintained in the repo, although it is unused, resulting in superfluous update tasks and transient dependency installations.

It can be removed.

Change

1. The npm module start-server-and-test is removed from the examples/config directory. This module is unused in the corresponding GitHub Actions workflow .github/workflows/example-config.yml (or in any other workflow).
2. The script dev in the examples/config/package.json directory, which uses start-server-and-test, is removed. The script does not work on Windows and is also unused by the GitHub Actions workflow .github/workflows/example-config.yml.
