Consider moving resources to data

Move css, glade, resources "packages" to a data dir under project root.

This will remove the need for them to look like a package and include an empty __init__.py, which is a finding in the rpm build.

Looking at some other GTK3 Python apps this layout is common, a reference is be Wike.
