Also makes
scripts/generate_windows_zone_names.crcompile again and replaces its URL forwindowsZones.xml, which is no longer valid.This uses tzdata 2023c, which is required for the short time zone abbreviations as they are not in the CLDR database. I have no idea if this is affected by #11907.
