lcd 303030 bug continued

after resolving the 303030 bug (#3559) in the lcd - it seems as though there is a new version of the bug that has cropped up non-deterministically (for example here https://circleci.com/gh/cosmos/cosmos-sdk/84824)

I suspect that this is due to a similar reason as the earlier bug, but where the slashing occurs after the redelegation has been made.... I permanent and simple solution would be to just turn off slashing for this test

A completely unrelated branch, but has the latest develop merged in (includes your original fix).
