SInce we are adding a development environment docker image, it's possible to set up gitpod to run in it.

This helps developers have a more consistent experience working with the cosmos sdk, and avoid work on the build environment.

PS: I could use issue templates, but I am finding that the issues I want to create, maybe aren't features or bugs
