Properly solve dependencies in proto gen docker image

Summary

• install all docker dependencies during the setup phase, eg I would prefer that we don't do that change: https://github.com/cosmos/cosmos-sdk/pull/11472/files#diff-63113d53e02a4e334ffa1a1ba0c308329c7acd431153571a2c02ce9268af5816R29
• make it possible to work offline (once docker image has been downloaded)
• use latest dependencies
• make sure proto gen works: bug: Make proto-gen generates invalid files #11469 (it was working locally, so need to figure out why it didn't work after deployment)

As I've said several times please let's explore the buf plug-in route instead. There are already issues where this is discussed

I think this solution will be used in buf anyway. So updating and testing dependencies here will help in buf.
