denylist: disable fcos.filesystem and ext.config.files.setgid tests on rawhide/s390x #1842

Currently the files.setgid test is failling for rawhide.

[rawhide/s390x] Disable files.setgid test

Minor/Optional - Update commit title to something like:

denylist: disable `fcos.filesystem` and `ext.config.files.setgid` tests on rawhide/s390x

…ts on rawhide/s390x

Currently the files.setgid test is failling for rawhide.
See coreos/fedora-coreos-tracker#1253
