use container cgroups path #8290

When looking up a container's cgroup path, parse /proc/[PID]/cgroup.
This will work across all cgroup managers and configurations and is
supported on cgroups v1 and v2.

Are we sure this is a consistent thing? AFAIK we pass that path into the OCI runtime as-is for container creation? I'm worried it will be different on runc vs crun
