It's desireable for renovate to mange `test/tools/go.mod` however, the
default ignorePaths is:
```
"ignorePaths": [
"**/node_modules/**",
"**/bower_components/**",
"**/vendor/**",
"**/examples/**",
"**/__tests__/**",
"**/test/**",
"**/tests/**",
"**/__fixtures__/**"
]
```
Update this list to only include `vendor` and `docs`.
