Set enableServiceLinks to false in generated yaml #15571

Since podman doesn't set/use the needed service env
variable, always set enableServiceLinks to false in
the generated kube yaml.

Does this PR introduce a user-facing change?

Add enableServiceLinks: false to the generated kube yaml.

Since podman doesn't set/use the needed service env
variable, always set enableServiceLinks to false in
the generated kube yaml.
