Description

Running podman system service -t0 from a shell results in very high cpu usage, it feels as if podman is busy looping somewhere.

Steps to reproduce the issue:

1. run podman system service -t0, root/rootless doesn't matter
2. observe high cpu usage in htop (or whatever) or just listen to the sound of your laptop fans spinning :D
