Newer cargo-vendor-filterer allows us to avoid enumerating the full matrix of (architecture, gnu|musl) here.

Restarted failing tests, they look infra flakes.

CI seems broken on this PR for some reason? @cgwalters can you force push maybe that resolves it because it seems to be working fine on other PRs.
