Specify LZ4 library name on Windows

The conda-forge Windows copy of LZ4 prefixes the library name with `lib` so it is `liblz4`. However `FindLZ4.cmake` looks for it without the `lib` and thus does not find `liblz4`. So this corrects that issue by setting `liblz4` as the library name.
