This depends on the CTK being available for CUDA 12.5: conda-forge/cuda-feedstock#29

Going to convert to draft for the moment while the CTK update progresses. Will revisit after

Think we have enough of the CTK available that we can try this again. Going to restart CI

Drop linux_ppc64le as unsupported

Starting in CUDA 12.5, `linux_ppc64le` is no longer supported. The CUDA
Toolkit packages are not available for this platform. As such, this
drops `linux_ppc64le` builds.

Note that linux_ppc64le is dropped as the CUDA Toolkit no longer supports linux_ppc64le in 12.5.0

As cuda-python versions need to be built with the corresponding CUDA Toolkit, it is not possible to build cuda-python version 12.5.0 without CUDA Toolkit 12.5.0
