Disabled tut contrib-module as its dependencies are no longer available

Hi, I know tut is deprecated and users are told to switch to mdoc, but in mill we have a contrib plugin which uses tut-core, and since today it seems to be no longer available from Maven Central. This could probably be related to bintray sunsetting.

It's unavailable because Bintray is browned out today. It will be available again later today when the brownout ends, but will be gone forever when Bintray closes down public repositories on May 1. There are no plans to re-publish.
