Add location category filter

Why is this change required? What problem does it solve?

This change is required to allow the filtering of users by location category.

How has this been tested?

I have added/updated the following tests to reflect the usage of filtering users by location category.

• will set location filter using a number
• will set location filter using a string
• can string all filterable options together
• can get users with additional parameters
