93632: sql,streamingccl: introduce ALTER TENANT $1 COMPLETE REPLICATION r=lidorcarmel a=stevendanna

This introduces

   ALTER TENANT <tenant name> COMPLETE REPLICATION TO LATEST
   ALTER TENANT <tenant name> COMPLETE REPLICATION TO SYSTEM TIME <time>

Which sets the cutover timestamp on the replication job. We do not yet add the ability to wait for the replication to complete.

The crdb_internal function has been left in place for now, but we may consider removing it in a follow-up PR.
