Added new classes to compute covariance on float and double array.
Added command-line interface for FGS, PC-Stable, and FastImaGES.

Holy crap this is a lot of work. How can I test it?

Hi Joe,

Sorry. I didn't mean for you to check every single changes. You can check
out the branch and see if it breaks when you do a maven package, which it
shouldn't because I have done it. Actually, it's safe for you to merge
it. Our work is mutually exclusive. So, none of my code affect any of
your code.

By the way, we are only releasing FGS continuous. This release is
different from the tetrad project. I didn't expect to do a release yet.
But, Greg would like to release FGS to a wider audience. That's why we are
doing this release.
