Removing re-binnning from SiStripBadAPVandHotStripAlgorithm

This PR is related to this issue.
The proposed changes should be harmless - only unnecessary re-binning is removed.

PR validation:

It compiles. I tried runTheMatrix.py -l limited --useInput all --ibeos and it passed.
