Add 2023 FastSim Era

This PR follows the new Era of Run_3 2023 in #41271
This PR needs to be used with #42327 to complete FastSim setup for 2023.

PR validation:

Run private production and compare DQM. One can see better FastSim-FullSim agreement with new era:
