[13.1.X] TrackingMonitor: fix x-axis label in plots vs online luminosity

PR description:

Trivial bug-fix in the labeling of plots vs Online Luminosity. The x-axis should have units of $10^{30} Hz/cm^{2}$ and not $10^{31} Hz/cm^{2}$.
