Update some of the defaults for Muon analysis code in HCalAlCaRecoProducers and HcalCalibAlgos. The defaults were setup for Run2 (2017). Now the defaults refer to RUn3 operation. Also a new parameter is added (threshold of muon momentum to be saved)
