Set a missing parameter in the dqmSaver in the hltHarvesting test [12.4.x]

Fix the HLTrigger/Configuration/test/hltHarvesting.py test file, setting the missing dqmSaver.workflow to "/DQM/HLT/Online".

PR validation:

hltHarvesting.py now runs.
