This PR adds a producer for HLT which is not presently used in any wfs nor HLT menus. It is added in case the producer turns out to be needed for HLT menus running in 12_3_X at the start of Run 3.

This pull request is fully signed and it will be integrated in one of the next CMSSW_12_3_X IBs (but tests are reportedly failing) and once validation in the development release cycle CMSSW_12_4_X is complete.
