Use noRunLumiSort in non-NANO Merge jobs

PR description:

This PR enables noRunLumiSort (feature added in #36026) in non-NANO Merge jobs. This mode should allow files produced by jobs using concurrent LuminosityBlocks be merged with fast cloning.
