Bugfix in validHits and chi2 in EgammaHLTGsfTrackVarProducer (backport of #32043)

This PR is a backport of #32043, and is fixing bugs in EgammaHLTGsfTrackVarProducer. More details can be found in PR description of #32043. The backport in 11_1_X is needed for HLT TDR. We want to have all code to run the HLT in 11_1_X.

The PR is validated by: runTheMatrix.py -l 11634.0
