backport of LumiProducerFromBrilcalc for 10_6_X

This PR is a backport of LumiProducerFromBrilcalc (PR #29271 ) for 10_6_X. I've run the test job to verify that it runs correctly in 10_6_X.

• Identical backport of Luminosity producer using files from brilcalc #29271
• A new luminosity producer is implemented, which reads a csv file produced by brilcalc.
• It has to be used in analyses: not integrated in any central workflow
• Jenkins tests pass and show no differences (besides the known spurious ones, see github issue Fake comparison failures due to L1T in wf 25202.0 and 1330.0 #29237: evidently the problem was also ported to 10_6...)

This pull request is fully signed and it will be integrated in one of the next CMSSW_10_6_X IBs (tests are also fine) and once validation in the development release cycle CMSSW_11_1_X is complete. This pull request will now be reviewed by the release team before it's merged. @davidlange6, @silviodonato, @fabiocos (and backports should be raised in the release meeting by the corresponding L2)
