Fix PCL workflows for HI scenario (80X)

This PR updates the configuration of the AlcaRecos for HI to include those needed for running PCL in HeavyIon scenario.
It also introduces a dedicated RelVal workflow (1004) for running PCL on 2011 HI data.

Fwd port of #12264.
