Backport "Migrate tracker local reconstruction and pixel tracking to Tasks" (cms-sw#25163) to the Patatrack branch:
  - migrate RecoLocalTracker_cff to Tasks;
  - migrate RecoPixelVertexing_cff to Tasks;
  - keeping sequences to avoid massive migration (for now).
