Rebuilding 2016 catalogue
Adding back SingleElectron RunH, which has been missing since ~PR cms-analysis#1159, to 2016 catalogue

Rebuilding 2016 catalogue to fix the issue of accidental catalogue merging appearing in #1235 which results in a bad repartition of files across samples (highly impacting DoubleEG samples) for the 2016 RR v2 catalogue and bring back SingleElectron RunH 2016 (missing since ~#1159)
