Configure cacheDir in Vite config for plugin-check report

After building a project that uses plugin-check, Vite will leave behind a node_modules/.vite directory under:

packages/plugin-check/template-report/node_modules/.vite

We should prevent that directory from being created since I almost included it when publishing the plugin-check package for the first time. We can use the cacheDir setting and point it to a directory under sde-prep.
