Remove duplicate financial acl check

Before

Form layer calls getIncomeFinancialAccount with default checkPermissions = TRUE and then re-checks permissions on the results

After

Form layer relies on CRM_Financial_BAO_FinancialType::getIncomeFinancialType(); to handle permissions
