REF - Split variable assignments out of conditionals

Overview

Regex autoformat toward eliminating a smelly anti-pattern.

Before

CRM_Utils_Array::value() used to assign variables inside a conditional. This is a code-smell/linting issue.

After

Assignment moved out of the conditional, coalesce operator used instead of CRM_Utils_Array::value().
