An analyst or superuser looking at a portfolio domain may be confused by message "you don't have access to manage..." (see slack thread) when they have permission to edit ("edit" link is shown).
Expected Behavior
The blue box should not be displayed when an analyst or superuser accessed the domain via the admin.
Steps to Reproduce
Analyst views portfolio domain via the admin (/admin)
Blue box with "you don't have access to manage..."
Removing the bug tag, this was meant to be a feature change not a bug. We never designed it so that this box wouldn't appear, bugs are reserved for things that are not working as expected
