The last few releases already have been created using the auto-generated
releases, see e.g. https://github.com/cilium/cilium-cli/releases/tag/v0.10.1
Switch the release process to use these by default and drop the
requirement for the separate github.com/cilium/release tool, as we don't
classify release notes into misc, minor, major and ci anyway.
