This reverts commit 0245001.

It looks like the external workloads test started failing after upgrading Cilium to v1.14.3. Let's revert while we investigate. It's unclear to me why #2057 didn't fail though.

edit: it's clear to me now why #2057 didn't fail. it ran the CI with v1.14.2 because it uses the pull_request_target trigger.
