Update stable release to v0.14.8

Also add stable-v0.14.txt to point to v0.14.8. The next release version
is v0.15.0 with Helm mode as the default, and Cilium v1.11, v1.12, and
v1.13 documentations need to point to cilium-cli v0.14. I'll update the
following pages once this PR gets merged:

If you need to create another v0.14 patch release, branch v0.14 from
this commit.
