Adds a tutorial content type to the CMS and the site front-end.

Also includes:

• Start of Add way to do local dev offline for site #759 by adding a script to generate an archive of the API pull and a script to run from that archive
• Adds the ability to run the dev environment off of the development CMS instance, for, ya know, development.
