Adding windows

I recommend you only publish to pub.dev after you test it.

I really didn't think my account would be blocked due to any reason.
In fact, I and my son have been using this account together until now

Any chance you can upload your realisation as separete pub dev package or a flutter_blue_plus fork?

you can already use his fork:

warning: it's probably very buggy. And it does not look finished. i.e. what is startScanPairedDevices? that is not a FBP function. also setNotifiable is not a FBP function. its supposed to be called setNotifyValue. So this windows code will not work
