Move Chisel3 to SPDX license conventions

LICENSE file moved from src/ to ./
Changed license file to refer to this per recommendation
using_spdx_license_list_short_identifiers

Tests seem to have passed CI, maybe it's that spurious issue of the Socket being closed or whatever in ScalaTest.

I've seen a local issue with parallel tests failing. My guess is that this is some transform that has global state, but I haven't dug into it (some problem similar to chipsalliance/firrtl#1775).
