  1. release: Also run FPGA tests against non-logging ROM. 

    This is the binary that we expect folks to burn into silicon, so we
should be testing it.

  2. release: Run tests under sw-emulator before releasing. 

    This will run all combinations of itrng/etrng and logging/no-logging.
