Switches to MySql 5.7.36

Solves eclipse-che/che#20787

It needs to avoid using of quay.io/vgulyy/che--mysql:5.7.36 and upload the image somewhere to quay.io/eclipse repository, e.g. quay.io/eclipse/che--mysql:5.7.36

could you try with mariadb ? in the original issue I said that using mysql image was a problem as it was not fully supported on other arches.
So for downstreaming process it might be better to use mariadb instead of mysql
