fix(content): Nailrifle mag fix, flechette crafting time balance

Purpose of change

The nail rifle magazine wasn't actually a magazine thanks to a screwup on my part. Flechettes also took 3 hours to craft 100, way too long compared to the 1 hour for the same amount of nalis.

Describe the solution

The nail rifle magazine is now restored to its original glory. Flechettes now are as quick to craft as nails.
