fix setup instructions for swc/png

This will address #77, but it clobbers the solution for
swcarpentry/python-novice-gapminder#501 by
replacing
swcarpentry/python-novice-gapminder#545 with a
link to the setup instructions.

Benefits: the setup instructions will remain up-to-date, it helps to
give us time to think strategically about carpentries/maintainer-RFCs#9

Drawbacks: learners will have to click through one more link
