Updates React tutorial instructions for v11

Ideally, for a proper review, it would be nice to get at least 1 person to run thru the new steps to make sure everything is working properly. We kind of are working backwards in terms of updating the steps: 1) migrating the tutorial first, then kind of figuring out what the steps for that would look like without actually building from scratch.
