tests: split workflow into smaller parts (#14689)
* tests: moved unit test execution to separate workflow * tests: removed snap builds to separate workflow * tests: moved static checks to separate workflow * tests: move cross-distro unit tests to separate workflow * tests: separated spread tests out in separate workflow * tests: added descriptions for workflow_call inputs * tests: create composite action from debian cache download and deps install * tests: change spread test job name * tests: simplify spread test job name * tests: renamed parameters and stage * tests: added missing newlines
