Add abillity to use Anvil on 24.04 #82

As part of the integration pulse, I tried to get Anvil running on Noble.

The issues I've encountered so far:

Old terraform-provider-juju used to the Terraform scripts: Update terraform-provider-juju #80
Haproxy defaults to wrong channel: Wrong default channel used for the haproxy charm #79
No Noble base for MAAS charms: Add 24.04 bases for the MAAS charms maas-charms#295

There is a 16/edge Postgresql VM charm that has a 24.04 base and should support the interfaces needed by the MAAS charms.
