This is primarily a maintenance release. Updated cli package to latest version, fixed issues for including the depreciated tok package (someday I will get around to swapping this out for Go's standard libraries), drop an experimental bibitextParseJS from repository (Go now can cross compile to web assembly). Added a codemeta.json file and script for managing version tag.
Left undone: updating release packaging, improve bibscrape, convert GopherJS demo code to WASM generated code.
