Acceptance Criteria

• As a Login.gov IAL2 user on the new updated Benefits with 2 possible eligibility verification options, the copy of the IAL2 flow app should be appropriate for me.

Additional context

• With the ship of the new CC flow, we'll be slightly modifying the flow for Login.gov IAL2 users. These changes are: 1) users will see a new page upon first load (rather than the Eligibility Start page, the Agency Index page), 2) users will have to choose their eligibility verification option. The Eligibility Start page needs to have its copy modified to reflect this new flow.

What is the definition of done?

• Draft new IAL2 copy @srhhnry

• Get English copy translated into Spanish @o-ram
• Get English copy for Login.gov and CC up on dev @machikoyasuda
